Nope. Although he spent his formative years in the U.K. and became a naturalized British citizen as a teenager, he was born in the States. And he restored his American citizenship in 1956.

Thus, I guess an argument could be made (but not by me) that the man who created Marlowe was, as someone pointed out here a few months ago, a British citizen.

The mind boggles.
