SUSPECTS by David Thomson is one of my favorite books of all time. Thomson is an elegant writer, and his interweaving of characters from famous films is innovative and occasionally awe-inspiring. He does not use noir films exclusively, but they are predominant. That said, read this book and you'll never look at IT'S A WONDERFUL LIFE in the same way again.
