The actual reason he wouldn't let it be released in the States was because they didn't pay him for the rights. I mentioned in my previous post that it's currently making the art house circuit. Westlake came to an agreement with the current rights-holders a few months before his death.
The filmmakers' big mistake, I think, was admitting that it was based on The Jugger. It has so little to do with the book that, had they kept their mouths shut, I'm not sure anyone would have noticed the similarities that are there.
