Actually, no.
The stories in Hellblazer are noir because they are
bleak. They deal with crime and mystery. The endings are not
always comfortable. And everyone, including the main
character, is morally ambiguous. The trench coat and the
smokes are a 'wink' to the audience and should be taken with
the requisite irony. (In Dr Occult's case, however, the
outfit was already a clich銊in the 40s.)
But you are right. All too often a trench coat and a
line of patter are automatically passed off as noir.
