Only #27 through #35 (the final book) were written by Mike Avallone. Western author Lee Floren is sometimes credited with the others, but it appears that he wrote only a couple of the books, if any. The first few in the series, at least, appear to be by an author named James Dockery, as per an email to me from Ennis Willie earlier this year. You can read about that here:
