Correct as to the origin of the show. My reflection was more about print writers making their mark on edgy TV pieces.

 

  Uh, although George is a regular writer on the show and has definitely
  made his presence felt, it's more accurately David Simon and Ed Burns's
  show. They created it, and it is at least partially based on Burns's
  experiences as a Baltimore cop.
