Does it take an oppressive, or a repressive society to host a
noir world? Wouldn't a coercive society make a far better
host? I'd say that at least (and often at most) the illusion
of social mobility is necessary for characters to dream of a
better life, which often leads to the bad things individuals
(and groups) do to have "a better life."
