Actually, my experience as a group-owner is that, with that setting, you have to go in and turn off moderation separately for each legitimate member. You go into "Members," then select "Edit" by the member's name, then select "Edit" next to "Posting Messages" under "Membership Privileges."

If someone knows an easier way, I'm all ears.
