I don't know about any of the Jo Gar stories being available
on-line. However, they were all recently collected in a book
called JO GAR'S CASEBOOK, published by the estimable folks at
Crippen & Landru.
It includes every Gar story except for those included in the
serialized novel THE RAINBOW MURDERS. It's possible that
another publisher may collect those serial installments
someday, because the novel has never been published in book
form.
