RARA-AVIS: Still on Rabe

I forgot to ask these:

Is the Gadget novel by Rabe about the same gadget man that Matthew Broderick is now playing?

I've seen one Batman episode that was scripted by Rabe. It was simply one of the best - the funniest episode I remember and I think almost every episode is funny. Did Rabe write anything else for TV? And what about Batman?
