As far as I can remember, I haven't read "Flashback", but in
almost all the Operation books I have read, there is no
effort to make Drake a sympathetic psycho he is in "The Name
of the Game". (Well, maybe not psycho, but something very
close.) He isn't a good bad guy, he's just good and sometimes
little reluctant at that.
