There are only two generally distributed professional
journals--ALFRED HITCHCOCK and ELLERY QUEEN--and I think that anyone
who loves the short story form--noir or otherwise--should support
them. (Both will shortly go to a larger format; the old digest size
can't get magazine-rack display anymore.)

Otherwise, there are a number of smaller magazines: NEW MYSTERY,
MURDEROUS INTENT, HARDBOILED, and so on.

The best paying is PLAYBOY, which likes to have big name
authors--Joyce Carol Oates, Donald Westlake, Mickey Spillane, Larry
Block, &c.--as a way of seeming respectable.
