Aside from the other examples people have given (a number of which I didn't recognize, so there's more to check out), there's Charles William's _The Hot Spot_ (adapated a few years ago for a Don Johnson movie). It takes place in some small town in California somewhere, IIRC. It's small - but it's *hot*. I bet a lot of the small towns are steamy hot, and drive people to unthinkable acts.
